It's a bug - one of the Tingidae (Lacebugs). Possibly Tingis cardui. Do you know which plant it was on?

If it was on Spear Thistle I'd be fairly confident of T. cardui, but I'm not sure we can rule out other species here.

I have Spear Thistle in my garden and went back to them and found some today and yesterday and they seem to be all T cardui and have entered a record as such with some clearer photo's showing these on the thistle leaves. Thanks Mike.
